Open burning is unneighborly. Open burning fires operate at ground level, which means the smoke and pollution from the fire linger in the neighborhood for a long time. When your neighbor burns trash, the smoke stays at ground level, and the whole neighborhood is forced to breathe in polluted air. This is not fair and unneighborly to those who choose not to burn.
